Abstract

In this study, the concept of humanitarian aid and in which cases this concept is considered, depending on what principles. Natural disasters, conflicts and wars with other situations that require humanitarian reasons at IFA in behavior, and this behavior while performing humanity, impartiality, independence and neutrality are moved by the principles of. In the research on which this concept is based, the history of the bilateral relationship between Turkey and Somalia is close enough to coincide with today's history Dec. The change that Turkey has experienced in its domestic and foreign policy since the 2000s has also shown itself by its active participation in bilateral relations, which it has conducted more diplomatically in the Middle East region up to that point. Depending on Turkey's political approach, the African and Middle East-oriented approach has also been reflected in the humanitarian actions it has carried out in this area. Diplomatic relations between the two countries also decry the development of the concept of humanitarian aid between Turkey and Somalia Dec. Turkey has been expressed as a pioneer in many points of the aid movement taking place in Somalia, with a great influence on the roles they have followed in the political lives of both countries. In the first process that occurred in the region of Turkey's humanitarian assistance in Somalia to respond to the suffering of the people, respond to their needs, and supplies, food, health, and make them permanent with the aim to provide assistance in many areas such as education, health, banking, constructive changes put forth in the field of bureaucracy in the process of starting with providing support outside of Somalia and Turkey played an active role on behalf of announcing to the world has turned into a global situation.
